Considering the brake components, wheel geometry, and hardware within the well it has to travel around, all the while being pumped through by pressure gradients, the air is traveling faster relative to the "air surrounding it." Ummm, the discussion is about the air within the wheelspace, not the wheelwell, not inboard of the wheels, so once again your zeal to be a troll has made you look like...a troll.
